Villager Rights
Villager rights are a hard, server-enforced cap on how many villagers a province may keep. One villager right allows one villager or one zombie villager. If a province wants more villagers, it must hold more rights.
Each right has a posted price set by the province which owns it. This is the price the province is willing to sell the right for. The province must sell the right to any buyer willing to pay the posted price. Provinces are free to change the posted price at any time, by contacting the administration.
Each week all provinces which own villager rights pay a holding tax equal to 5% of the posted price to the Crown.
Buying villager rights
Villager rights can be bought by contacting the administration. On top of paying the posted price to the selling province, the buyer must also pay a transfer duty to the Crown of 20% of the total purchase price, or at least 4 gc, whichever is higher.
Villager rights must be bought at their posted price, and cheaper rights must be bought first. If multiple provinces have the same posted price, rights are bought from the province which has the most rights available first, until the province no longer has the most rights. Further ties are broken arbitrarily.
